Dr. Todd Honeycutt is a Senior Researcher at Mathematica who will lead the quality assurance for all DRRP activities and serve as co-principal investigator for the R3 study of CIL practices. He has over 17 years of experience conducting, and leading mixed-methods studies related to programs and policies for people with disabilities, particularly youth with disabilities. Dr. Honeycutt has substantive knowledge of issues related to providing vocational and other services to youth with disabilities. Examples of recent projects include assessing the effectiveness of services for youth receiving SSI, analyzing youth VR consumers using RSA and SSA administrative data, and evaluating two state demonstrations of work-based learning experiences targeting high school students with disabilities. Dr. Honeycutt has presented extensively to stakeholders through major conferences (such as APPAM, the VR Program Evaluation Summit, and CSAVR), policy forums, and webinars, and he has published multiple articles and issue briefs to summarize findings for technical and non-technical audiences. 

The goal of MY-CIL is to support NIDILRR’s priority for generating and sharing new knowledge that empowers CILs to improve transition outcomes of out-of-school youth from minority backgrounds.
