Frank H. Martin (Ph.D., University of Texas, Austin) is a health researcher at Mathematica and the Center for Studying Disability Policy. At Mathematica, he has worked on several health, disability, and employment projects for federal clients, including DOL, RSA, ACL, SSA, and CMS. He has extensive experience conducting process evaluation activities, including key informant interviews, program monitoring, and qualitative data analysis. He has also conducted quantitative data analysis using large-scale data sets to assess long-term vocational rehabilitation, employment and disability program outcomes for individuals with disabilities.

Dr. Martin has developed and disseminated public health initiatives for older adults and vulnerable populations, including the “How to Talk to Your Doctor” program, at the Houston VA Medical Center, Health Services Research and Development Center for Excellence. He also served as task lead for the ACL sponsored registry of systematic reviews at the National Center for the Dissemination of Disability Research (NCDDR). Dr. Martin has published articles in Patient Education and Counseling, the Journal of Disability Policy Studies, and Rehabilitation Counseling Bulletin. He has also co-authored a systematic review for the Campbell Collaboration and published a literature review synthesis of Social Security Disability program research studies in the Journal of Vocational Rehabilitation.

The goal of MY-CIL is to support NIDILRR’s priority for generating and sharing new knowledge that empowers CILs to improve transition outcomes of out-of-school youth from minority backgrounds.
